There was no WSFS Constitution or other rules in 1955. These documents are the rules that the 1955 Worldcon established for the 1955 Science Fiction Achievement Awards (later known as the Hugo Awards). These are JPEG scans of the rules as sent to the members of the convention.
The 1955 Business Meeting appointed a committee to develop a Constitution and Standing Rules for WSFS.
