2025 WSFS Business Meeting Video Updated

The public and official recordings of the 2025 WSFS Business Meeting, some of which were online only and one of which was in person only, are now available on the Worldcon Events YouTube Channel.

There were a total of five business meetings. Meetings 1-4 were held entirely online over the weeks prior to Seattle Worldcon 2025. Meeting 2 (First Main Meeting) was held entirely in executive session and no public recording is available. Meeting 5 (Fourth Main/Site Selection Meeting) was held in person at Seattle Worldcon 2025. The official recording (a livestream of the in-person meeting) is on the playlist, as well as an unofficial recording made by Kayla Allen.

The recordings of meetings 1, 3, 4, and 5 were made available to the WSFS website by the 2025 WSFS Business Meeting staff and were originally published on the Seattle 2025 YouTube channel.

WSFS Rules Page Update With 2025 Minutes, Constitution, Standing Rules

The WSFS Rules page has been updated with the minutes of the 2025 WSFS Business Meeting and an updated copy of the Business Passed On to the 2026 Worldcon for ratification at their Business Meeting. The WSFS Constitution and Standing Rules were previously updated.

Most of the recordings of the 2025 Business Meeting are still pending editing by the Business Meeting team. There is a recording (not an official copy from the Business Meeting team) of the final meeting of the 2025 session, including the formal reception of 2027 Site Selection results and of business not otherwise handled at the previous meeting of the 2025 session. There is a link to all videos that have been made available to the WSFS website team on the WSFS Rules page.

2025 WSFS Business Meeting Agenda Published

The 2025 Worldcon published an announcement of the 2025 WSFS Business Meeting agenda on June 12, including information about how to access the planned online virtual Business Meeting.

You must be an attending member or virtual attending member of the Worldcon in order to attend the Business Meeting. If you have only a basic WSFS membership (Hugo Award and Site Selection voting rights) and do not have either an attending supplement or a virtual attending supplement to Seattle 2025, you may not participate in the Business Meeting, per the provisions of Section 1.5.3 of the WSFS Constitution.

Virtual 2025 WSFS Business Meetings are scheduled for July 4, July 13, July 19, and July 25 (all starting at 9 AM Pacific Daylight Time), with an in-person Site Selection Business Meeting scheduled in Seattle August 16 at 10 AM Pacific Daylight Time. Seattle 2025 recommends that you participate in Test Your Tech on July 1 to make sure that you can access the virtual Business Meeting’s Lumi platform. Details are in the meeting announcement on the Seattle 2025 website.

Seattle 2025 Business Meeting Town Hall Video Online

Seattle 2025 intends to hold their WSFS Business Meeting in a series of online-only meetings on July 4, July 13, July 19, and July 25, plus an in-person Site Selection Meeting on August 16. The convention hosted an online “Town Hall” meeting on May 25, 2025 to discuss how they intend to make the online meeting work and to answer questions about it. They have now posted this video of the Town Hall meeting.

Those of us here at the WSFS website cannot answer questions about a specific business meeting, and will refer you to the 2025 Business Meeting Team, which will result in a delay in you getting an answer.

2024 WSFS Business Meeting Issues Apology Resolution

The following resolution passed at the 2024 Business Meeting of the World Science Fiction Society:

BE IT RESOLVED, that the World Science Fiction Society apologizes unreservedly to the nominators and voters of the 2023 Hugo Awards for any failures in the administration of the 2023 Hugo Awards; and

The World Science Fiction Society apologizes unreservedly to all nominees, finalists, and winners of the 2023 Hugo Awards for any failures in the administration of the 2023 Hugo Awards as well as any harm which may result from those actions; and

The World Science Fiction Society specifically and unreservedly apologizes to R.F. Kuang, author of Babel; Congyun “Mu Ming” Gu, author of “Color the World”; Hai Ya, author of Fongong Temple Pagoda; Neil Gaiman, author/writer for The Sandman; Paul Weimer; and Xiran Jay Zhao for their exclusion from the 2023 Hugo Award and/or Astounding Award Final Ballots.

Sophia Xue has provided the following Chinese translation of the official resolution:

世界科幻协会为2023年雨果奖评选过程中的任何失误，向2023年雨果奖的提名者和投票者表示毫无保留的歉意；

Consultative Vote on Independent Film Hugo Awards Proposal

Glasgow 2024 has announced an innovative consultative vote on a proposed change to the Hugo Award categories. This proposed change, initially passed by the 2023 WSFS Business Meeting in Chengdu, would create two new Hugo Award categories, the Best Independent Short Film Award and the Best Independent Feature Film Award. This change would have to be ratified by the 2024 WSFS Business Meeting in Glasgow to take effect, with the first Hugo Awards in these categories being given out at the 2024 Worldcon in Seattle, USA.

All individuals holding WSFS Memberships have been invited to express their views on this proposal. The results of the consultative vote are not binding but are expected to inform the 2024 Business Meeting’s debate and decision.

2023-24 WSFS Constitution and Standing Rules Posted

The updated version of the WSFS Constitution for 2023-24 and the Standing Rules for governance of the 2024 WSFS Business Meeting have been posted to the WSFS rules page.

The 2023 WSFS Business Meeting minutes, Business Passed On to the 2024 WSFS Business Meeting, and updated Resolutions and Rulings of Continuing Effect as of the end of the 2023 WSFS Business Meeting are being prepared and we will post them as soon as they are made publicly available.

2023 WSFS Business Meeting Video Posted

A playlist of video recordings of the three sessions of the 2023 WSFS Business Meeting in Chengdu, China, is now available on YouTube. The meeting was conducted in both English and Chinese, with simultaneous translation provided, but it was not possible to include the translation audio with this video. If alternative versions that include all of the translated material become available, we will post about them here.

2023 WSFS Business Meeting Agenda Published

Chengdu Worldcon 2023 published the Agenda of the 2023 WSFS Business Meeting on their website on October 8, 2023. A Chinese-language version of the agenda is also available.

The 2023 WSFS Business Meeting will be held in the Meteor Museum at the World Science Fiction Park in Chengdu, Sichuan, China, meeting on October 19, 20, 21, and if necessary, 22, 2023, with each day’s meeting starting at 10:00 AM China Standard Time. All WSFS members present at the convention may attend, participate, and vote on matters before the meeting. The Business Meeting team plans to record the meetings and post them to the YouTube Worldcon Events channel as soon as possible; however, this is dependent upon bandwidth and technology available to the team, and the recordings may not be posted until after this year’s Worldcon concludes. We do not know if Chengdu 2023 intends to live-stream the Business Meeting.

2021-22 WSFS Constitution, Standing Rules, and Business Passed On Published

The official versions of the 2022 WSFS Constitution, Standing Rules for the 2022 WSFS Business Meeting, and Business Passed on to the 2022 WSFS Business Meeting from the WSFS Business Meeting held at Worldcon 79, DisCon III in Washington DC are now available from the WSFS Rules page. This includes the Minutes of the 2022 WSFS Business Meeting, the updated Resolutions and Rulings of Continuing Effect as of the conclusion of the 2022 WSFS Business Meeting, and links to the video recordings of the 2022 WSFS Business Meeting.

The 2021 Business Meeting ratified all proposals passed on from the 2020 Worldcon (CoNZealand in Wellington, New Zealand). All of those proposals were originally adopted at the 2019 Worldcon (Dublin 2019: An Irish Worldcon) in Dublin, Ireland, but were effectively deferred to DisCon III for ratification.
